Cumberland Historical Society: Heritage Significant
Properties of Ottawa's Rural East

Ms. Jeannie Smith, Cumberland Historical Society and member of
the Cumberland Heritage Village Museum Board, provided a presentation on
heritage significant properties in Cumberland Ward. She distributed a booklet entitled, “Cumberland Heritage:
Heritage Buildings of Cumberland Township” (held on file with the Advisory
Committee Coordinator) and provided numerous pictures, newspaper clippings and
other documents pertaining to the area.
Ms. Smith explained that the Village of
Cumberland was first surveyed in 1789 and provided an overview of buildings in
the village. She noted that the Wilson
House was the family home of the first female representative in the Canadian
Senate, Cairine Wilson and Clearview House, now the Heritage Restaurant was
built for Dr. Ferguson, Ms. Smith’s great grandfather. Dunning General Store (now owned by the
Haddad family) was built in 1876 and faces Maple Hall, built in 1902. She commented that many of the structures
are clad in red brick and the former Cumberland LACAC extensively documented
structures in the Village of Cumberland in 1982. She also discussed the Cumberland Heritage Village Museum and the
many structures, which were moved there.
Ms. Smith reviewed the history and buildings of
other villages in the former township of Cumberland, including Sarsfield, a
typical French Canadian Village with St. Hughes Catholic Church, built in 1880,
which is the focal point of the village along with its stone manse. Bearbrook includes the Hays House, which has
received designation under the Ontario Heritage Act and Trinity Anglican Church
at the intersection of Russell and Dunning Roads. She briefly discussed the villages of Notre-Dame des Champs and
Carlsbad Springs, the home of a famous spa in the 1860-80s, which is no longer
standing. The delegation reviewed the heritage structures of the Villages of
Navan (Shaw House, Bradley’s General Store, St. Mary’s Anglican Church and
others) as well as Vars, the former industrial haven of early Cumberland
Township.
In closing, Ms. Smith volunteered to act as a
guide during LACAC’s tour of Ottawa’s Rural East in the fall of 2003 and
suggested LACAC communicate its role and the benefits of designation in this
part of the new City of Ottawa. Member
L. McGovern thanked the delegation for her presentation and noted it was a
great overview of sites in the area.

4. LACAC's Involvement in HISTORIC OTTAWA DEVELOPMENT INC.

Paul Stumes recalled that Historic Ottawa Development Inc. (HODI) was
established in 1985 with a by-law by the former City of Ottawa. Mr. Stumes was selected as LACAC’s
representative on the board of HODI at the 3 December 2003 meeting.
Members B. Warren and B. Morris agreed to act
as LACAC’s representative for future awards and training programs
respectively. Mr. Stumes indicated that
cooperation between LACAC and HODI should continue in order to utilize possible
funding opportunities for future projects.
Marc Denhez, President of HODI, welcomed the continued collaboration with LACAC and
suggested that a meeting with Members P. Stumes, B. Warren and W. Morris occur
following the regular meeting to determine next steps. He urged LACAC to play an active role in
HODI to ensure the renewal of the organization.

P. Stumes presented the following motion:
“That
the Local Architectural Conservation Advisory Committee appoint a
sub-committee, comprised of at least 3 voting members, to ensure cooperation
with HODI.”
Vice
Chair W. Morris suggested that interested members first meet with Mr. Denhez to
better determine how both organizations can work together and benefit from such
a partnership. Mr. Stumes withdrew his
motion after Mr. Morris suggested the formation of the sub-committee should be
put on hold until such a meeting occurs.

Tremblay, Advisory Committee Coordinator noted that the certificates would be
handed out by Councillor Alex Munter, Chair of the Health, Recreation and
Social Services Committee on 1 May 2003.
Members congratulated Paul Stumes, the winner being recognized in the Built Heritage
category.

6. UPDATES
FROM SUB-COMMITTEES

Chair G. Obagi noted that Council
would consider the Official Plan and Heritage Master Plan at its 23
April 2003 meeting. Member L. McGovern,
lead of the Awareness and Outreach Sub-Committee, explained that she
would get in contact with Jeannie Smith for photographs of structures in
Cumberland ward for the next set of bookmarks.
Chair Obagi reiterated that Ms. Smith would also be involved in the Bus
Tour.
